If pathout is not varying length, then you have to trim it:

eval dir = opendir('/XXX/PAYROLL/' + %trimr(pathout)));

Or you could add *TRIM to the OPTIONS keyword for the parameter in the prototype:

D opendir PR * EXTPROC('opendir')
D dirname * VALUE options(*string : *trim)
