I've been assigned the task of trying to integrate a third party package
for governmental billing into our system.

According to the documentation, which leaves a lot to be desired, you need
to use Java or windows. Then it says the following:

"If you are a non-Windows client and do not use Java, in order to call the
GPS APIs, you must either create your own JNI layer or use other means to
connect to Java from a non-Java application."

I have no idea what a JNI layer is or even how to create one. Is this
even going to be possible without having a Java application created to
interface with?

Any help or suggestions would be appreciated.
