I'm not sure it needs to be the first SQL statement, as Brigid noted, the compiler finds the first SET OPTIONS.

The Set Options SQL statement must be the *first* SQL statement that the
SQL Precompiler sees.
As long as it is the first statement that is seen, it can be anywhere in
your source.
