Have you googled "generate XML RPGLE"

XML is just text, do you know how to write text to an IFS file?

Where is the data for the XML coming from? Are you pulling it directly
from a table (PF FILE)? If so, the's functionality built into the OS and
DB to generate XML that may help.

What's the purpose of the XML? Are you trying to interface with a web
service? Or will you be emailing / FTPing the resulting file? Do you have
specs from the destination party?
