With ILE, it's

With OPM, your only linkage options are static linkage within a
monolithic program (and usually without local variables), and dynamic
linkage to other monolithic programs. While it's easy enough to write an
OPM program that duplicates most of the functionality of a service
program, it doesn't duplicate all of that functionality.
With ILE, you lose only the ability to write an actual MI program (which
you can still do in OPM, if the "impedance bump" of calling OPM from ILE
isn't a problem), and you gain static linkage between separately
compiled modules, as well as dynamic linkage to actual service programs.
