Jeff, you're missing either the CTDATA or FROMFILE keyword for GL_ACCOUNT.

Here's the full text of RNF3442 (I compiled with OPTION(*SECLVL)).

The parameter for keyword ALT is not valid; keyword is
ignored.
Cause . . . . . : The parameter for keyword ALT must be
the name of an array or table. In addition, if an array
name is specified, it must be a compile-time or
pre-run-time array. The ALT keyword is ignored.
Recovery . . . : Specify an array or table name as the
parameter for keyword ALT, or remove keyword ALT. Compile
again.

(But from later discussion, it sounds like you don't really want the "alt array" concept anyway, since the "alt" relationship only applies to compile time data or pre-run data.)
