Be more precise about describing the scope of variables.

local vars := defined inside a procedure
global vars := defined in the so called global declarations of a module
you can widen the scope of vars by keyword export in global definitions ( I don't use this and I recommend not to use it!°!!)
you could limit the scope to bind by copy by binder language (I don't use both)

I don't see any need to change existing programms by replacing subroutines by subprocedures.
I don't write new Subroutines, subprocedures are sufficient and 1 construct less is good for readability.
