On each request we grab the client ID, set the library list appropriately,
and then go about our business.

I understand that a PTF appears to have resolved the problem. However the
overhead associated with setting the job's library list for each request is
not trivial. One alternative you might consider is having a separate HTTP
server instance; one for each client. We do that. We use sub-domain naming
to route clients to their HTTP server instance, by configuring an Apache
reverse proxy.

client1.domain.com
client2.domain.com
client3.domain.com

There is an HTTP environment variable that can be used to set the library
list for each server instance - so you wouldn't have to keep changing the
each job's library list for each request.
