Several new built-in functions, including %scan, were to V7R1 during October 2012 via a V7R1 IBMi Technology Update PTF, SI48166.

Details about these built-ins, including information about PTF SI49061 having superseded PTF SI48166, is at

Most likely, your system does not yet have either of these PTFs installed.
