I've started with RPGII, cycle, MR and such funny things, in a shop very comparable to the OPs shop and many others. They had only one standard: buy every software from another vendor. Since about 20 years I'm working as independant consultant (one man show) with 30% educational jobs and 70% working in projects. My role is mostly to bring knowhow to the teams, they don't have in their shop.

As far as I understood, the OP is looking for some assistance to convince his boss to change some programming standards to go on to the usage of procedures and modernize programming style. This is for sure a team decision and a change to their todays programming standards and strategy. If he would succeed in this, then education would be the next step and maybe coaching a pilot project might help to make the transition. In my experiance first step in education is always to have a look where the collegues to teach are standing today, the and most important define the goals for the education, final step is then the course. There might be diffrent experiences - I was just talking about mine.
