Also, you did not state which encryption algorithm you are using (selected via parameters to QC3ENCDT and QC3DECDT). This really matters, because some encryption algorithms are "block ciphers" that work on chunks of 64 bits at a time, or 16 bytes at a time, etc., while other algorithms are "stream" ciphers that can accept a variable number of bytes.

Are you setting up the "algorithm context" first, by calling the QC3CRTAX API? Which algorithm are you specifying?
