We used to resell a tool from ASNA called ProStart, which converted OCL and RPGII to native CL and RPG III. We stopped reselling ProStart since ASNA stopped supporting it and it did not work on V7R1. There also was hardly any demand for it over the last couple years.

In regards to the RPG Toolbox, you are correct that it does more than just convert legacy source code to free form. It also gives you options to convert subroutines to subprocedures, remove GOTOs (some of them), redefine Calc-defined fields into the D specs, convert to lower or mixed case, remove unused definitions and subroutines, etc.

Currently you can launch the RPG Toolbox conversion command as a custom compile option from RDi, which works pretty good. In the next release of the RPG Toolbox, we will have a true RDi plugin to allow you to modernize entire members or blocks of source to free form. This version will also convert the H, F, D and P specifications to free form and remove the /Free tags. This release is due to ship in late November or early December.

The RPG Toolbox will be much less expensive. Only $995 for a P05 processor group, with no limitations on the number of programs that can be converted.
