You can use the CPY command to convert text from one CCSID to another.
If you already have a *PCASCII stream file, the syntax to create a
UTF-8 stream file from it would be

CPY OBJ(&FROMSTMF) TOOBJ(&TOSTMF) FROMCCSID(*PCASCII) TOCCSID(1208)
DTAFMT(*TEXT)

You can overwrite the existing stream file with the new one if
&FROMSTMF is the same as &TOSTMF and you specify REPLACE(*YES).

Now, I haven't really messed with CPYTOSTMF very much (I prefer to
avoid it), so if for whatever reason *PCASCII doesn't work in the CPY
command above, but you know the actual CCSID of the *contents* of the
existing stream file (not just what the file attribute tells you,
because it can lie), then use that as the FROMCCSID instead.
