If you can find enough like-minded [possibly deep-pocketed] people 

who are willing to pay for the capabilities

If I recall correctly, we paid $1,500 for the ADTS license on our development box for 2 developers (which includes SEU), and we paid $500 for the AMT license (which excludes RPG syntax checking) on our production server. I'd bet that IBM makes significant profit margin (revenue minus cost to maintain) on the product, even now.

I don't think it's a question of profitability in this case, but rather a question of whether whether IBM might be willing to support both thin (PDM/SEU) and THICK (Rational Developer) interfaces on the platform. I put my money on thin interfaces. But if IBM forces us to the latter, I'm not going to kick and scream about it.
