If the user profile doesn't have *CHANGE authority to the program you'll
get a 'Dump terminated' message.

If DBGVIEW(*NONE) is selected, there aren't any variables to dump.

If OPTIMIZE(*FULL) is selected, the variables may not reflect their
actual values.
