It's a shame when an owner or manager makes such a decision when someone
uses a good thing badly - rather, I hope they'd spend the time and/or
money on being sure it is done correctly, because it is worth doing.

But who will educate the higher-ups when you don't understand it rightly
yourself?

Binding directories is a separate thing entirely. You can easily manage
without binding directories by explicitly listing the necessary modules
and service programs on your CRTPGM and CRTSRVPGM commands, assuming you
have those in somethink like a CL program.
