Here's the help text for the RMVLNK parameter of the RMVDIR command, which indicates that if you specify *YES and the file system allows removal of links, then they will be removed. Perhaps the root file system doesn't allow it (which makes no sense, as the RMVLNK command works in the root file system). For 6.1 and above, SUBTREE(*ALL) does work. I don't have anything I can delete right now to test the RMVLNK parameter.

Remove link (RMVLNK) - Help

Specifies whether to unlink all objects in a directory or not allow the
directory to be deleted if it contains objects.

*NO
Only an empty directory is removed. A directory may contain entries
for the directory (.) and for the parent directory (..) and still
be treated as an empty directory.

*YES
All objects within the specified directory are deleted. If the file
system that contains the directory does not support removal of links
in the directory, error message CPFA0AC "Request cannot be
completed. Directory contains objects." will be sent.

AFAIK, RMVDIR can only delete empty directories. Even a empty sub-directory
(?) would give a error message when using RMVDIR.
