Thanks for all that replied.

Yes I agree with taking a step back and using embedded SQL where
appropriate. With that aside though, and based on the fact that V6R1 has
been out there for a few years, it looks like the ability to define files
locally in sub-procedures was not something that really caught on in the
community. Or I'm picking a bad week to be posting this question.........
