While I used net-speak [i.e. IME] instead of actually writing "In My Experience", the effect I described was based on actual experience, not any inference or supposition. If a varying target is set to a shorter value, what is in the storage beyond the shorter value in the target [now with a shorter varying length] is not necessarily set to blanks; i.e. no blank pad.

I did however incorrectly recall the effect using the :C formatting option for EVAL in debug. The effect of :C was more like the effect of :X formatting option than having specified no formatting option, but the result is IMO somewhat bizarre in comparison of all three.
