Since it's a file error, wouldn't an implicit open trigger the INFSR for
the file, not the PSSR?

There isn't really.

MONITOR can monitor for any error code.

The implicit open error code would be useful in a *PSSR subroutine.

The compiler simply doesn't care that MONITORing for an implict open
error won't ever get triggered.
