Yes it does. If I drag that file out of the IFS onto my desktop from within Navigator, then I get what you'd expect. Properties on that file say it was created by PD4ML.HTML to PDF Converter for Java.--
If I take that converted file and drag it back in to the IFS within Navigator, then look at it back on the AS/400 in /tmp, the contents are identical to my problem file. The only difference I can see is that the properties on my file say (Object Scanning *YES, Scan status *REQUIRED), whereas the converted file that was dragged back in shows (Object Scanning *NO, Scan status *NOTREQUIRED).

Perhaps pre-create the file with the correct CCSID? What's the CCSID of the file being created by the RPG program?

The eventual destination is a different folder in the same IFS, but it needs to be accessible from windows as an Adobe Pdf while residing on the IFS.
