Then, I'd say it's already a web service. Though, it's taking URL-encoded input (which is unusual for a web service, though, not unheard of.) The output appears to be simple XML.

HTTPAPI would be able to call that program, and get back the output (returning it to your program, the one that calls HTTPAPI) if that's what you're looking for.
