Inferring "on top of" is meant to imply "the PF is in a library higher on the library [search] list than the library where the PRTF is located" then I expect that according to design, that...

The "Common Data Management" for a "program described" output file will, for lack of any level checking protections, open and write the data to the database file, with little more than the "Open feedback" to indicate the effects of the request. The common data management is what allows the OVRDBF to effect the same as seen in the example, but without controlling the library list.
