A quick google search for "OS/400 cluster APIs V6R1" found the following:

In the V6R1 InfoCenter, under "What's new for V6R1" I found this:

If you read this, you will learn that those commands were moved from QSYS into the iHASM product. However, IBM now ships the ships the command definition source and the source code for the corresponding command processing programs (CPPs) for the V5R4 version of those commands,

Page down on that web page and look for "QUSRTOOLS" information.
