Sorry, I don't understand your rule.

If you want to dumb it down as far as possible (at the expense of losing flexibility) then the rule should be:

Compile all ILE *PGM/*SRVPGM objects into a named activation group.

Personally, we don't have a rule like that where I work. We always take it on a case-by-case basis... but, of course, that means you have to understand the ramifications of the various ACTGRP settings.
