The file is actually open for updated. My program gets a record lock error
on the record that has not been commited by another job. I've tried what
you suggested below and it didn't work for me.

I changed my program to do (Just wonder if there is a better way than
below):
read(e) MYFILE;
if %status() = @locked;
read(n) MYFILE; // use read with no lock extender to skip the
uncommitted record.
endif;

I assume the program doing the reading has the file as input-only?

In that case, add the COMMIT keyword to the file if it's not already
there. Before starting the program, you'll want to do a STRCMTCTL
LCKLVL(*CS) or STRCMTCTL LCKLVL(*ALL)
