A license key should be necessary. There was a problem with the license checking that was corrected by PTF SI34732. (That sounds strange, that you should get a PTF so the license key will be checked correctly, but you also should get the PTF to correct some other problems with Open Access.)

But wait ... we just this minute approved a new set of Open Access related PTFs for 7.1, including a PTF for the copy files in QOAR. I think it takes a day or so for them to become available.

5770SS1 PTF SI41000 (RPG runtime, supersedes SI34732)
5770WDS PTF SI41005 (RPG *CURRENT compiler)
5733OAR PTF SI40621 (Open Access copy files)
