Images are done using various AFP objects like overlays and page segments. That's one way. I believe that Host Print Transform will take care of these things pretty well, with some limitations.

We have a PDF API for RPG that will let you directly create a PDF with images and all from your RPG program. If a commercial offering is an option, maybe give us a call at 888.rjs.soft toll-free or email sales@xxxxxxxxxxxxxxx or contact me or Richard directly at that number. You also have our emails from this list.

We have some other possible solutions, as well - like PDF converters from spooled files, then PDF merge tools. And probably other ways.
