The WAITRCD parameter is your friend. You can change the default for
the file with CHGPF or CHGLF. You can also use WAITRCD on OVRDBF to
make a change effective only while the override is in effect.

Note that changing WAITRCD for a physical file does not affect any
logical files over it.
