Not even subfiles where used, why should I do so?
Why do I need an EVAL as long as I can execute a MOVE?

I have a hard time blaming resistance to change entirely on the attitudes of
programmers. I agree that attitude may be a factor. But in many cases their
responsibilities, and more significantly their BUDGETS are scoped (limited) to
maintaining legacy systems, as opposed to replacing them. And they have a
point, MOVE may accomplish the same thing as EVAL. Why introduce syntax that is
incongruent with 95% of the original source? They can stay busy with
maintenance.

Then when the organization finally decides to allocate enough budget to effect
"modernization", it opens the field to possible migration from RPG, to Java,
PHP, and .Net. Or the budget may cover the cost of acquiring a packaged suite
of new applications. What will make the organization choose RPG in that case?
