One thing that helped me, when learning VB/ASP.NET, was to do one new thing
each project. Not changing the entire development at once, but gradually
adding or updating techniques. In all but the most time-sensitive projects,
surely there is an hour or two that can be devoted to experiment and update
skills, one idea at a time. .NET has a multitude of web pages overing nearly
all aspects of the language.

Part of my point was this is not just RPG coders. VB coders, asp coders,
perl coders, java coders, pick any language you like. Once they get to know
the language and what works they keep using it. And to add to that a lot of
times it is not their fault. The company they work for only cares about
getting the project done in the least amount of time so they can move on to
the next project. Leaving no time or budget for learning the latest and
greatest.
