Run the select interactively. What kind of error (or results) do you get?
Is it what you expect?

I'm assuming that it's because you will get a result set of more than one
record. Add "fetch first 1 rows only" after your having clause.

Given the following SQL Statement, why is the precompiler complaining about
the MAX keyword?

Exec SQL
  Set :Last_Start =
    Select Max(BbCCtT) From VoCTrack
         Where BBAssign = :Assignment and
               BBCode   = 'STR'
         Group by BbAssign
         Having Count(*) > 1;
