If I recall correctly it had something to do with a plan to provide cross language COM (or something similar) support. By the time it was in place the rationale had disappeared but longer names were a good idea anyway so ...

Barbara is younger than me so she may have a better memory of things!

A quick check of documentation shows Java support was added to RPG
(excluding previous JNI stuff) in VRM510. Long names were added in
VRM410. I guess it's possible the long names were added in
anticipation of Java support in a future release but that's not my
understanding.
