It depends :)

If you've got a CMS, then you can (usually) specify the modules that
make up the *SRVPGM ( or *PGM ) in the CMS.

Otherwise (or even if you have a CMS), it sometimes helps to have a
binding directory for each *SRVPGM (or multi-module *PGM) that lists
the modules that make it it. The only users of this binding directory
would be the specific *SRVPGM or *PGM. I usually name the *BNDDIR the
same as the *SRVPGM/*PGM.

We think we know service programs should be added to binding directories,
but have questions about the reason if any to add modules to binding
directories since they can be bound at CRTPGM time.

So I'm kind of looking for the conventional wizdom on binding directories.
