A procedure will almost always be faster - it is either linked
directly
in the program, or it is in a service program. If it is called many
times, it will definitely be faster, because it doesn't have to
locate
the program every time.

Actually, done right, a program will only be located once, too.

True - but the activation path length will still be longer. Procedure
will invariably be faster.

startup/initialization time, or something else in this case?

Also for clarification, if this is the second call, and LR was left on,
etc., etc., then how does the performance compare?

I'm trying to belittle procedures - they are wonderful, I'm a believer and I
don't think I could if I tried... just trying to understand the full benefit
of making the switch, and manage client expectations of performance
improvement.

I must say that I like this tagline, though it was chosen for me. :)
