I know you said you didn't want a tool. But I'd recommend at least
looking at a couple. They really aren't that expensive, particularly
Brad Stones tools: http://www.bvstools.com/download.html

Other somewhat pricier tools I've used and can recommend, Gumbo
http://www.gumbo.com/products.html and Ariadne
http://www.ariadnesoftware.co.uk/

With the right compoents, you'd have the ability to convert to PDF or
other formats, email or archive the reports.

I don't know about you, but I prefer to spend time building the stuff
I can't buy (at a reasonable cost :).
