The MTIs (Maintained Temporary Indexes) are cleared during an IPL or,
as Matt wrote, using iSeries Nav. The SYSIXADV would show, IIRC, the
last date such index was advised, so maybe you could use that as a
reference point. Also, there is a counter that stops increasing when
you create a (permanent) index with the characteristics suggested by
the index advisor.

Does this file ever get reset?  If you have a couple of heavy offenders in
the file and you try to fix it by creating the advised indices how then
would you know if it is working.  I guess the last date it was requested
would not change anymore, but it would still show a lot of requests. There
are some on there that have a lot of requests and the date is a month old
or something along thos lines.  So maybe this is a month end program
causing it?  Or a not often used program?  I could use sql to reset the
number I guess, but is there anything that it would screw up if that was
the case?
