Yes, when you use %len() to increase the size of the field, the newly available characters are set to blank.

Try it yourself:

D testvar s 10a varying
/free
testvar = 'Oh, Hello';
%len(testvar) = %len(testvar) - 1;
%len(testvar) = %len(testvar) + 1;
dsply testvar;
*inlr = *on;
/end-free
