just change your Where-Clause as follows:
Where MLNAME Like TRIM(:Pattern)

Or Remove the leading and trailing % signs and change you where clause as
follows:
Where MLNAME like '%' concat TRIM(:Pattern) concat '%'

Or
Where PosStr(MLNAME, TRIM(:Pattern)) > 0

In either way it does not matter if :Pattern is defined as fixed or varying
length field or if the :Pattern field is completely filled with trailing %
signs.

I want to do the following. Am I going to have to create a dynamic SQL
statement?

Exec Sql Declare C1 Cursor For
           Select MLNAME,
                  MLMTXT,
                  MLSEU2
             From QTEMP/MBRLIST
             Where MLNAME Like :Pattern
             Order By MLNAME;

Pattern has something like '%LL%'

I have tried as above and

'''%LL%'''

They all return no records.
