That rule about 12 characters only applies to a literal in factor 2 of the CALL opcode. It's a general limitation of literals in factor 2, since factor 2 has 14 characters, and two would be taken up by quotes.

For EXTPGM, there's no limit on the length of a literal, so the rules for EXTPGM literals are the same as the rules for named constants and fields.
