How does that affect programs that do have the F-spec (since the DS and
file share field names and the DS isn't allocated)?

You could qualify the data structure to avoid this.

In a /COPY file, I would define an externally-described data structure
rather than using LIKEREC. With LIKEREC, everyone using the /COPY file
would have to code the F spec.
