For me that would be none ... but I suppose you might find a situation where you were passing a large number of, say, integers to a procedure and subsequent profiling showed a performance bottleneck in parameter passing where, maybe, VALUE might improve things slightly. Depending on how frequently that procedure was called you might choose to use VALUE for performance reasons but doing so without proof that there was a problem and that VALUE would help to me is premature (and as Donald Knuth is fond of stating: Premature optimization is the root of all evil--or at least most of it--in programming).
