To answer YOUR question (emphasis on the "your"), it's quite simply the fact that we are quite a large organization and each member of staff has a specialized role. It's not my decision. We won't be adopting the "proper solution" just yet, but I think it will come. As a mere developer, I cannot say when. However the "kludge" solution IS a possibility for me. I can't just go creating SRVPGM and rebinding everything, but I CAN create a new BNDDIR and use it.

Then if you cannot persuade the other developers that what they are doing is wrong and they should change their practice then you should locate the person in your organisation with sufficient authority to require such a change. Explain the problem, why it's an issue, and how to resolve it. Convince them to implement a plan to fix this mess properly. You've seen from previous comments that it's not as disruptive a task as you think and the benefits will far outweigh any immediate pain in transition.

I like it.

It's a modern variation on the old cartoon joke where the two scientists are looking over a process on a blackboard and one says "Very nice! But you should probably elaborate on the middle step a little." The middle step is the one written as "Then a miracle occurs."

In this case, it's been updated to be "Convince them to implement a plan to fix this mess properly."

I've long since forgotten how many times it would have taken a miracle at that point.

As much as I agree with the process as given, sometimes you just have to find stuff that works within the constraints of reality.
