You're right. I was referring to removing the comma when it was the thousands separator.

Huh? The first one would not work properly using that strategy.

"1234567,89" -> "1234567 89" -> 123456789
should be
"1234567,89" -> 1234567.89

As Joe pointed out, you can't do this correctly without knowing the locale of the data upfront. For example, should "151,337" be converted to numeric?
