More correctly: The issue is that the exception is sent to QSYSOPR because it is not caught by your code.

Note that there will be a control boundary between your program and the service program containing the SSL APIs.

We need to know the target of the MCH3601 exception and any resulting exceptions handled by the default exception handler. What's in the job log when the exception occurs?
