Cutoff isn't a datastructure definition (defined as stand-alone). But it
appears that she is trying to get the offset from Cutoff but it cannot
because it's defined as stand-alone.

Is there a bug in IBM's + %Hours Built in function when adding 0 Hours
to 240000 The Clock rolls to Zero
Where Cutoff = 240000 and BU_Offset = '000'

D Cutoff S T INZ
D BU_Offset 16 17A

Cutoff = Cutoff + %Hours(%int(BU_Offset));

When I run this with Cutoff = 230000 result is 230000
