I thought the correct time was 0:00:00 hours for midnight and not
24:00:00. But I could be wrong, and I would be corrected.

Is there a bug in IBM's + %Hours Built in function when adding 0 Hours
to 240000 The Clock rolls to Zero
Where Cutoff = 240000 and BU_Offset = '000'

D BU_Offset 16 17A

Cutoff = Cutoff + %Hours(%int(BU_Offset));

When I run this with Cutoff = 230000 result is 230000
