Is there a way I can have a Cycle program fail quietly if the primary
file isn't present?

I tried putting an INFSR clause on the primary file's F-spec, and
creating a corresponding subroutine, but it didn't do anything to stop
the CPF4101 from turning into an RNQ1216 inquiry.
