I agree. It's one of those "do not attempt to cross a chasm in two leaps" kind of things.

Starting to use service programs involves a fair amount of upheaval. Using binder source right off the bat adds maybe 1 percent to the upheaval.

Using EXPORT(*ALL) seems a bit easier initially, but eventually binder source will be needed, and there will be another upheaval, probably worse than the first one.

Say the first change to use service programs costs 100 upheaval points. Choice A is: pay 100 + 1 upheaval points up front. Choice B is: pay or 100 upheaval points initially, 10000 upset-user points due to signature violations, then 200 more upheaval points.
