I'm wondering if the message you're getting is a red herring. I have a couple of observations on this code:

1) Could procedure GetNextWorkflowStep(ihWfId:ihStepId) be closing the file?

2) Unless it has changed in a recent release, the parentheses on the chain is reserved for a compound key, so they should be removed.

3) You are not testing for success on the chain, so your update may fail anyway.

4) Even if the chain is successful, if procedure GetNextWorkflowStep(ihWfId:ihStepId) is closing the file, the update will fail.
